MIguel Cotto has been the A side of the fight since it was signed and if there was any doubt he made sure that the fight was contractually obligated to make him look like the A side at all costs. Of course while this has bugged Sergio Martinez the reality is that Cotto truly is the A side title belt or not and the purses for the fight reflect that reality.
Cotto will make a purse of $3 million for the fight but is guaranteed at least $7 million. Martinez meanwhile has a purse of $1.5 million with potential for a good bit more depending on how the pay per view does as he has an upside bonus added on.
The undercard is very cheap by major boxing event standards with nobody making six figures

To most it seems there's another reality reflected there and it's that the undercard promoters (not Top Rank) didn't much care what kind of show they put together as it was all about paying the main event guys.
