Police say Phelps was clocked driving 84 mph in a 45 mph zone on southbound Interstate 395 leaving Baltimore.

An officer then followed Phelps' white 2014 Land Rover through the Fort McHenry Tunnel on northbound Interstate 95 said Maryland Transportation Authority Police.

Phelps was speeding and crossing double lines in the tunnel they said.

The officer stopped Phelps just beyond the tunnel s toll plaza. Authorities say he appeared to be under the influence and failed a series of field sobriety tests. Phelps was cooperative during the process they said.

Phelps was arrested around 1 40 a.m. TMZ first reported. He was charged with DUI excessive speed and crossing double lane lines and was later released.

Phelps is the most decorated Olympic athlete in history with 22 medals 18 gold two silver and two bronze. He won an unprecedented eight gold medals in eight events at the Beijing Games in 2008 and returned to win four more golds at the London Games in 2012.

Windows 10 12 things you need to know

Microsoft gave the first look at its Windows 10 operating system on Tuesday a major release that will span all hardware from PCs to phones and try to address the ills that have dogged Windows 8.

The event in San Francisco was aimed mostly at enterprise customers and Microsoft promised an OS that will be more intuitive for the millions of workers still on Windows 7 and older OSes. Here s a rundown of some of the key points we learned Tuesday about Windows 10.

Why Windows 10

The natural name would have been Windows 9 but Microsoft is eager to suggest a break with the past. We re not building an incremental product said Terry Myerson head of Microsoft s Operating Systems Group.

Microsoft considered the name Windows One he said to match products like OneNote and OneDrive and its One Microsoft business strategy. But he noted the name was snagged a long time ago by a young Bill Gates.

Perhaps Microsoft didn t like the idea of being numerically one step behind Apple s OS X. (A reporter asked jokingly if subsequent versions will be named after big cats.)

Whatever the reason Windows 10 it will be.

When you see the product in its fullness I think you ll agree it s an appropriate name for the breadth of the product family that s coming Myerson said.

What car does it resemble

Yup Microsoft came up with a car analogy. It wants you to think of Windows 10 as a Tesla.

Yesterday they were driving a first gen Prius and when they got Windows 10 they didn t have to learn to drive something new but it was as if we got them a Tesla Myerson said.

What devices will it run on

All of them. Microsoft demonstrated only the desktop version Tuesday but Windows 10 will be for tablets smartphones and embedded products too.

It will run on the broadest types of devices ever from the smallest Internet of things device to enterprise data centers worldwide Myerson said. Some of these devices have 4 inch screens and some will have 80 inch screens. And some don t have any screen at all.

Is there a start menu

There is and it tries to combine the familiarity of Windows 7 with the modern interface of Windows 8. That means the menu is split On the left apps are displayed in the familiar Windows 7 style while on the right are more colorful live tiles that open the modern Windows 8 style apps. The start menu is customizable so you can resize the tiles and move them around and make the start menu tall and thin or long and flat.

Apparently not. In Windows 8 when you launch a modern style app it takes you into that modern UI and when you launch a Win32 style app it launches to the traditional desktop environment.

In Windows 10 we don t want that duality said Joe Belfiore a corporate vice president with the OS group. We want users on PCs with mice and keyboards to have their familiar desktop UI a task bar and a start menu. And regardless of how an app was written or distributed to your machine it works the way you expect.

So how does it look now

If you launched one of the new style apps in Windows 8 it filled the whole screen and there weren t many options to resize it. With Windows 10 the familiar windows metaphor is back you ll be able to resize the new style apps and drag them around the screen like an old Win32 app. Conversely if you re using an older Win32 style app it will be able to snap into place and fill all the available screen space just like the modern apps.

What else is new

Some users have been confused by the Windows 8 interface and can t figure out what s open on their screen or how to get back to an app. Windows 10 has a feature like OS X s Mission Control that lets you zoom out and see everything that s open on a PC then select any app to enter it.

You can also have multiple desktop configurations open and switch between them. So if you have two apps on the screen for a particular task sized just how you want them and then you change to some other apps you ll be able to get back to those first apps easily without having to resize them again. You can navigate through several of these desktop displays at the bottom of the screen.

What s in it for business customers

Today s event was focused primarily on business users Microsoft will talk about the consumer aspects of Windows 10 early next year. There weren t a lot of specifics but here are a few points

Microsoft promises that Windows 10 will be more intuitive than Windows 8. Windows 10 will be familiar to end users whether they re coming from Windows 7 or Windows 8. The workers will be immediately productive Belfiore said.

It will be compatible with all traditional management systems in use today. Customers are increasingly using mobile device management tools to manage phones and tablets. Windows phones and tablets support MDM today but with Windows 10 customers will be able to use MDM to manage all their Windows devices including PCs laptops and even Internet of things devices.

Developers will get one application platform Belfiore promised. Whether it s building a game or a line of business application there will be one way to write a universal application that targets the entire product family he said.

Will it still be touch enabled

Yes. We re not giving up on touch Belfiore said. That means you ll still be able to use touch to do things like scroll and pinch to zoom on laptops and desktops.

There s also a new feature tentatively called continuum for people using two in one PCs. When you detach the keyboard from a Windows 10 hybrid it will ask if you want to go into tablet mode. If you say yes the UI changes to better match a tablet. The app expands to full screen for instance and the start menu switches into a larger icon mode.

Is there a Command Prompt

You re kidding right Well actually there is. Microsoft showed how it now supports shortcuts like CTRL C and CTRL V so you can paste in a directory listing from another app for instance. Belfiore called it a niche geeky feature but said he wanted to show the diverse range of users the OS is trying to support.

When will it be released

The OS will launch around the middle of next year after Microsoft s Build conference. Before that a select group of Windows insiders will receive a technical preview build for laptops and desktops on Wednesday this week followed soon after by a preview for servers. Previews of other device categories will follow later.

How will it be priced

Microsoft isn t saying anything about prices yet or any incentive programs to get people to upgrade from older OSes.

The Royals waited 29 years for a playoff game. It was worth it.

On Tuesday night the Kansas City Royals beat the Oakland Athletics 9 8 in a 12 inning contest that featured five lead changes and ended on a walk off single to left field that barely eluded the glove of a diving infielder. It wasn t just the best game in the three year history of the Wild Card play in it was one of the most exhilarating postseason games of all time.

The hero Royals catcher Salvador Perez delivered the game winning hit after starting the game 0 for 5. A s DH Brandon Moss heads home for the offseason after smashing home runs in two of his first three at bats matching his total in a miserable August and September. Moss second homer came off burgeoning ace Yordano Ventura a young starter that manager Ned Yost called in to make his second career relief appearance in the sixth inning.

After most fans and media expected a pitcher s duel with aces Jon Lester and James Shields on the mound a couple of anemic offenses combined for 28 hits and 17 runs. The Royals tied a postseason record with seven steals six of them after A s catcher Geovany Soto left the game with a thumb injury suffered on a play at the plate. A Royals pitcher named Brandon Finnegan threw 2 1/3 strong innings in relief despite having only appeared in seven prior games above Class AA ball.

I thought the Wild Card game was a terrible idea. I have always held that the 162 game schedule is one of the best things about Major League Baseball because it distinguishes the best teams from the pack in a way that no playoff series and certainly no single game ever could. And I believed adding a second Wild Card and a one game play in as the league did in 2012 cheapened the results of the regular season.

Nevermind. I was wrong. Incorrect. No. I m sorry. I change my mind.

Tuesday night s was the type of game that would be incredible in any context a month s worth of action packed into one hard fought 12 inning affair. But the specific circumstances of the teams involved made the Royals victory that much more awesome.

The A s you may recall dominated the league for the first four months of the season. Before the trade deadline they added Lester and former Cubs ace Jeff Samardzija in trades moves that appeared to book Oakland s ticket to the World Series. The A s have been a near perennial contender in recent years but have not won the American League since 1990.

The Royals meanwhile were two games below .500 in late July and an afterthought in both their division and the AL Wild Card race. The club has not even reached the playoffs since its last World Series win in 1985 and a recent crop of highly touted prospects mostly evolved into a substandard offense that could not score enough for the Royals sturdy starting pitchers.

But the mighty A s fell apart just as the Royals caught fire and the upstart Kansas City club finished the season one game in front of Oakland in the Wild Card standings. And from all that on Tuesday night we got one of the craziest most exciting most heartbreaking most generally awesome postseason games of the hundreds I have seen in my lifetime.

And there s just no way I m going to be able to convince myself now that the sport would be better off simply sending the Royals to the ALDS for having the better regular season record.

Baseball remains the best.

Since stepping out with Robert Pattinson British singer FKA Twigs says she has been the target of racist comments on social media.

The 26 year old musician whose father is Jamaican and mother is parts English and Spanish responded via Twitter to the so called Internet trolls who have been posting the hateful comments.

I am genuinely shocked and disgusted at the amount of racism that has been infecting my account the past week.

Suspect in Slaying of Arkansas Realtor Beverly Carter Says Hes Sorry

Arron Lewis the suspect in the abduction and slaying of Arkansas real estate agent Beverly Carter told reporters Tuesday that he pleaded not guilty to the charges only because his lawyer told him to. He said he wanted to plead guilty because he just wanted this to be over with.

Carter s body was found in a shallow grave near Cabot about 20 miles northeast of central Little Rock the Pulaski County Sheriff s Office said early Tuesday.

As Lewis was escorted out of court Tuesday he told reporters including CNN affiliate KARK that he wanted to plead guilty to the charges of kidnapping and capital murder adding I just want this all over with.

Asked if he would have pleaded guilty even facing the death penalty which the sheriff s office said prosecutors will seek he nodded in agreement.

I m just sorry it all happened Lewis said. I just want it all over with.

The 33 year old from Jacksonville Arkansas was arrested by authorities Monday.

Lewis admitted to kidnapping Beverly Carter but would not divulge her whereabouts the sheriff s office said. After he was booked into the Pulaski County Regional Detention Facility investigators said they obtained information that led them to the property where the grave was located.

Lewis gave peculiar statements to reporters as he was led on a perp walk Monday night.

On video from CNN affiliates KTHV and KARK police are shown leading Lewis in shackles and dark prison scrubs to a police car. Reporters ask him if he killed Carter. Twice he says that he didn t

I had a co defendant. I haven t seen her for two days. Now they re showing pictures of this. I haven t seen her he says.

Asked to explain Lewis repeats that he had a co defendant and provides a man s name saying he s in the military.

Questioned about his and the co defendant s relationship he says He s got texts back and forth to me and him and then they wanted my phone.

Because she was just a woman who worked alone a rich broker Lewis says.

As the car door is closed Lewis is asked one more time if he killed Carter and again he replies No.

Carter vanished last week when she went to show a home in the small community of Scott.

The family released a statement thanking those who had joined in the search for Carter. The statement also seemed to blame Lewis for her disappearance.

We are devastated at the loss of our precious Beverly. There is now a hole in our hearts that will never be filled. Mr. Lewis robbed us of an amazing wife loving mother and grandmother. Her grandkids will never get to know the magnitude of her greatness the statement said. We draw some comfort in knowing that she is now in the arms of Jesus. God bless you all.

Police haven t said how they linked Lewis to Carter or how they tracked him down but they say Lewis left a hospital Sunday without notifying police while he was a person of interest in her disappearance.

Suspect was in wreck

Lewis who was on parole was in a traffic accident Sunday and police arrived to find his automobile on top of a concrete culvert according to an accident report from the sheriff s office.

Lewis told police that a vehicle which he couldn t describe had run him off the road. But a witness told police that he was behind Lewis before the accident and Lewis was traveling at a high rate of speed prior to the crash the report says.

Another witness told police that the Lewis vehicle was going so fast prior to the curve and she further stated that she observed the Lewis vehicle fishtail around the curve going into the ditch according to the report.

Paramedics took Lewis to Baptist Health Medical Center in Little Rock. A deputy followed the ambulance to the hospital to issue Lewis a citation for careless driving as well as not wearing his seat belt because there was evidence Lewis hit the windshield during the crash the report says.

At that time Lewis was a person of interest in the Carter investigation but he was not under arrest Lt. Carl Minden said.

While at the hospital and undergoing tests Mr. Lewis left the hospital. He was not under the guard of law enforcement at that time due to not having any criminal charges at that point the lieutenant said in a statement.

The warrant charging him with kidnapping was issued later Sunday he said.

Official Agent s cell phone used

The mysterious disappearance of the 49 year old resonated among fellow real estate agents who posted their fears on a Facebook page set up for sharing information about her case.

Carter s last phone call to her husband came Thursday afternoon telling him the address where she would be. When hours went by with no further word from her Carl Carter says he knew something was wrong.

Before calling authorities Carl Carter went to the address of the home Beverly Carter was showing and saw her brown Cadillac parked there the sheriff s office said.

Noticing the property was open the husband entered and searched for his wife without success according to the Sheriff s Office.

There was activity on Carter s cell phone after she disappeared Minden said. Later he explained to HLN s Nancy Grace that activity included text messages but he declined to elaborate on the nature of the texts.

According to her employer s website Beverly Carter was married for 34 years and has four grandchildren.

I feel like I m in a fog or a horrible nightmare from which I can t awaken Beverly Carter s son also named Carl wrote on a Facebook post before his mother s body was found.

A Facebook page set up about Carter s disappearance was followed by more than 28 000 people as of Monday afternoon.

Police say Lewis Monday arrest isn t his first run in with police. In addition to any charges he may face in Carter s disappearance and death he has a criminal history in northwest Arkansas that includes felony theft of property obstruction of government operations failure to appear and unlawful removal of a theft device Minden said in a statement.

He s also faced charges from the Kansas City police and the Utah Department of Corrections he said.

Amanda Bynes Friends Waiting for Something Really Bad To Happen

Amanda Bynes can't get the help she needs until something really bad happens ... because her parents will not re establish a conservatorship ... TMZ has learned.

Multiple sources connected with the family tell TMZ ... Amanda's parents do NOT think she has a mental illness. As one source put it They think she's a bratty kid who thumbs her nose at them and smokes a lot of pot.

We're told everyone around her parents are urging them to get the conservatorship but so far no luck. That said it's impossible to put Amanda on a 5150 psychiatric hold until she creates a substantial risk to herself or others.

We're also told various professionals are trigger ready to get the 5150 if Amanda goes off the rails and they believe it's only a matter of time.

Bill Belichick says offense and defense didnt help each other

Once the Patriots fell into a 17 0 hole at halftime against the Kansas City Chiefs in Monday night s 41 14 loss there was no way out.

At the start of the third quarter the Patriots went three and out on their first possession Tamba Hali strip sacked Tom Brady on the next possession and it became painfully obvious that one of the most lopsided losses of the Bill Belichick era was brewing.

In his weekly conference call Tuesday Belichick said the Patriots did little to help themselves.

The offense didn t help the defense the defense didn t help the offense Belichick said. We just did not play a good complementary game.

We put ourselves in some bad situations. We weren t able to make plays to get out of it.

We just didn t complement each other very well as a team put each other in difficult situations and then we had the turnovers in the second half and the game got out of hand.

In victories over Minnesota and Oakland the offense played merely good enough to win but the defense kept opponents in check.

On Monday the defense was not nearly as sharp and the Patriots suffered.

One of the more glaring deficiencies was tackling.

In the second quarter Tavon Wilson was late in coverage and slipped trying to get to Kansas City tight end Travis Kelce who rumbled for a 33 yard gain to the 5 yard line.

Wilson slipped in the grass again in the third quarter allowing Kelce to pick up 16 yards on first and 10.

Wilson wasn t the only one. Rob Ninkovich slipped trying to make a tackle late in the second half as well.

Certainly need to play better fundamentally on defense and tackle better Belichick said. That wasn t as much of a problem the previous couple weeks. It was in the Miami game and it certainly showed up again last night.

The defense also struggled to get off the field allowing Kansas City to convert 7 of 12 third downs and 4 of 6 red zone opportunities.

Anytime you miss tackles and don t convert on third down and don t convert in the red area then you re probably not going to be real happy with the overall defensive performance said Belichick. I d say that was the probably the way we feel today.

Welcome back

With four regular season games in the books cornerback Brandon Browner and wide receiver Brian Tyms are free from their suspensions and able to rejoin the Patriots. But it is difficult to say how quickly the two will be able to get up to speed and contribute on the field.

It may be easier for Browner to catch up since he has been allowed to work with the training staff and attend meetings though he could not participate in any team football type activities as he served a suspension for violating the league s substance abuse policy.

Tyms who was suspended for performance enhancing drugs was not allowed at the team facilities.

Belichick said it will be challenging to gauge their readiness.

Those two players have missed four weeks four games but all the practice time as well he said. We ll have to see where they are relative to the other players.

I think both those guys had good preseasons and they both had very positive impacts in the opportunities they had in preseason. But in the time that s passed we ll see how far behind or where they are relative to their teammates that have been practicing and working over that time frame.

McDaniels has faith

The Patriots shook up the offensive line Monday starting rookies Bryan Stork (center) and Cameron Fleming (right guard). Throughout the game they used a carousel of linemen substituting in Marcus Cannon and Ryan Wendell and using various combinations in search of the right fit. In a rather surprising move receivers Kenbrell Thompkins and Aaron Dobson were inactive. But offensive coordinator Josh McDaniels is confident he has the right personnel to mend the team s offensive woes. He also held himself accountable for the team s struggles. I have a lot of confidence in our guys McDaniels said. We didn t play well last night. We didn t coach well offensively. We obviously have to do a lot better starting with me. There is no shortcut to that but we ve got a lot of players that have played a lot of good football here before. We know it s a long season. We ve got a lot of work ahead of us. We know that it s going to be critical for us to get better and improve each week.

Husain Abdullah flagged in Chiefs Patriots game for sliding and praying

Chiefs safety Husain Abdullah was flagged for going to his knees on Monday. (USATSI)

Husain Abdullah checked a couple items off his bucket list Monday intercepting Tom Brady and returning the pick to the end zone for a touchdown.

When he got there Abdullah a practicing Muslim slid on his knees and prayed. Abdullah was flagged by the refs for going to the ground in celebration.

If I get a pick I'm going to prostrate before God in the end zone Abdullah said via the Kansas City Star.

So he did just that but got flagged for it. It's technically against the rules Section 3 Article 1 (d) of the NFL playing rules notes it's illegal to celebrate on the ground.

Players are prohibited from engaging in any celebrations while on the ground the rules read.

But there's an unwritten exemption for players going to the ground in prayer. Most notably Tim Tebow (who somehow managed to have taking a knee become Tebowing ) who routinely went to a knee after scoring.

Abdullah who took the 2012 NFL season off to visit Mecca with his brother Husian was gracious after the game.

For me I just got a little too excited Abdullah said. I think it was for the slide.

But Andy Reid who explained to Abdullah he was flagged for sliding certainly put it best.

When you go to Mecca you should be able to slide wherever you want Reid said. We've got two priests in here. They'd probably vouch for me.

His agent made it clear their camp won't be happy if the NFL decides to fine Abdullah.

Best guess here is the NFL won't be doing that. If anything the NFL should note Abdullah wouldn't be flagged for going to his knees as long as he doesn't slide on the ground if he scores again. And do whatever they can to make sure Abdullah can freely celebrate his religion on the field.

The NFL announced Tuesday morning Abdullah 'should not have been penalized.'

Phelps is the most decorated Olympic athlete in history with 22 medals 18 gold two silver and two bronze. He won an unprecedented eight gold medals in eight events at the Beijing Games in 2008 and returned to win four more golds at the London Games in 2012.

The swimmer said after the London Games that he was finished with competitive swimming. But he recently returned to the pool competing in significant championship events this summer. He has not yet confirmed his plans for the Summer Games in Rio in 2016.

Phelps has been charged with DUI previously. In November 2004 he was stopped by state troopers in Salisbury Maryland after failing to stop for a stop sign. He was 19 at the time.

In that case Phelps pleaded guilty to driving while impaired. He was fined $250 and was ordered to serve 18 months probation.

During an interview with Matt Lauer on Today Phelps called the event an isolated incident and said he had let myself down and my family down... I think I let a lot of people in the country down.

Phelps faced further controversy when a photograph surfaced in February 2009 showing him with a water pipe used to smoke tobacco or marijuana.

Frontier Airlines to begin operating low fare flights from Miami

MIAMI

A new low fare airline is coming to Miami.

Denver based Frontier Airlines announced Tuesday that it will begin operating four new non stop destinations from Miami International Airport beginning in December.

Frontier will fly daily from Miami to Denver New York's LaGuardia Airport and Philadelphia starting Dec. 20. Flights to Chicago's O'Hare International Airport start Dec. 21.

Introductory fares for one way flights start at $59 through Oct. 6.

To coincide with the announcement Frontier is also offering a one day only sale on flights from Miami to LaGuardia Philadelphia and Chicago beginning at $14.99 until 11 59 p.m. Tuesday.

We welcome the arrival of Frontier Airlines at MIA and are thrilled to offer our customers this fantastic low fare option to leading U.S. destinations Miami Dade Aviation Director Emilio T. Gonz lez said.

Frontier will become the only low cost carrier to service MIA.

5 things Microsoft users should know about Windows 10

SAN FRANCISCO Microsoft has taken the wraps off Windows 10 the next big version of its iconic operating system.

Consumers and businesses won't get it until 2015. After unveiling a sneak peek to the press on Tuesday Microsoft today is making available a technical preview for IT professionals and other very experienced computer users who apply for the company's Windows Insider program.

Here's what we know now about Windows 10

IT WILL BE ON ALL SORTS OF DEVICES

Microsoft is talking about a unified version of Windows that will be tailored for a broad spectrum of devices PCs of course and tablets and phones. But also connected everyday appliances known as the Internet of Things. And even eventually its Xbox gaming console. The idea is that there will be a familiar framework that will be tailored depending on whether you are using Windows on a small screen like a phone or tablet or on a larger screen computer or even an 80 inch TV.

WHAT WILL BE DIFFERENT FOR ME

That really depends on what version of Windows you are currently using. Earlier this year Microsoft ended support for Windows XP. An XP user who has hung on will certainly find a whole new world. For those on Windows 7 or Windows 8 the new Windows 10 promises to be a good blend of the two that pushes the computing experience even further into the modern age of touchscreen and on the go mobile access.

START MENU LIVE TILES

The Start menu is back along with the familiar taskbar. But now the Start menu will include a customizable space for apps you like and Windows Live Tiles (apps that give you at a glance info new messages say or the latest update from a friend on Facebook).

There will be one Windows Store for apps for tablets phones PCs and more.

It will be easier to work in multiple apps at once. There's a new quadrant layout that allows up to four apps at once to be snapped onto the same screen.

Microsoft also demonstratedan easier way for people who use 2 in 1 tablet/laptop devices to switch back and forth between laptop and tablet modes. It's called Continuum.

WHY MICROSOFT IS SO FOCUSED ON BUSINESS USERS RIGHT NOW

Companies have shied away from Windows 8 in droves. The early rap was that it was just too different from Windows 7 and too focused on touchscreen experiences. Microsoft needs to get companies on board with Windows 10 early and it believes that opening up the development experience will help it do that. And in the past couple of years more and more 2 in 1 laptop/tablet devices have hit the market which means more people are becoming familiar with touchscreen ways of getting work tasks done.

WHAT IS WINDOWS INSIDER AGAIN

Microsoft is opening up a technical preview of Windows 10 for those who are interested in testing it and providing feedback to the company as it continues to work on the new OS.
